First Results of Aligning Ukraine’s Organic Legislation with the New EU Regulation
On 18 June 2025, the Verkhovna Rada of Ukraine (Ukrainian parliament) adopted at first reading the Draft Law on State Regulation of Organic Production, Circulation and Labelling of Organic Products. The decision was supported by a constitutional majority, with 309 Members of Parliament voting in favour. The draft law was adopted as a basis and will be improved in accordance with Part 1 of Article 116 of the Rules of Procedure of the Verkhovna Rada of Ukraine.
The draft law outlines the key principles and requirements for organic production, circulation, and labelling of organic products, as well as the specific aspects of state control aimed at verifying compliance by organic market operators and operator groups with the legal framework in the field of organic production, circulation, and labelling of organic products.
The draft law also governs relations within the organic sector concerning organic and in-conversion products that are produced, placed on the market, imported into the customs territory of Ukraine, or exported from it under the customs export regime.
This draft law applies to agricultural products, food, and feed of agricultural origin classified under Chapters 01–23 of the Ukrainian Classification of Goods for Foreign Economic Activity (UCGFEA) according to the Law of Ukraine “On the Customs Tariff of Ukraine”. This includes live animals, unprocessed agricultural products (such as seeds and planting material), processed agricultural products (food), and feed.
The draft law also covers organic products in the conversion period, regulating their production, domestic trade, import and export.
Experts from both the public and private sectors of Ukraine, as well as from international technical assistance projects, including the Swiss-Ukrainian programme “Higher Value Added Trade from the Organic and Dairy Sector in Ukraine” (QFTP), were involved in the development of this draft law.
The draft law is aligned with Regulation (EU) 2018/848 of the European Parliament and of the Council of 30 May 2018 on organic production and labelling of organic products and repealing Council Regulation (EC) No 834/2007.

The next stage will be the second reading of the draft law.
The adoption of this draft law is an important step, as the harmonisation of Ukraine’s organic legislation with the relevant regulation of the European Union (EU) is a key element of Ukraine’s European integration process. It involves aligning national legislation on organic production, circulation, and labelling with EU rules and standards. Furthermore, this will facilitate the organic product trade development between Ukraine and the European Union and enhance trust in Ukrainian organic products both domestically and on international markets.
