On 30 June 2026, the Verkhovna Rada (Parliament) of Ukraine adopted the Law on State Regulation of Organic Production, Circulation and Labelling of Organic Products (Draft Law No. 13204-1) (in Ukrainian).

The new legislation aims to align Ukraine’s legal framework for organic production with the current legislation of the European Union (EU), enhance market transparency, and strengthen consumer confidence in organic products on both the domestic and international markets.

The Law establishes an updated regulatory framework for the production, circulation and labelling of organic products by introducing clear and harmonised requirements that ensure the credibility of the “organic” labelling and the compliance of products with the declared organic standards.

The legislation introduces a number of systemic changes to support the development of Ukraine’s organic sector, including:

  • the introduction of unified, transparent and easy-to-understand rules for the production, circulation and labelling of organic products in line with EU legislation;
  • the strengthening of the state control system for organic production, improving the effectiveness of oversight while reducing the risks of misuse and misleading labelling practices;
  • the promotion of agricultural and rural development through production diversification, value creation and the generation of new employment opportunities;
  • support for the transition towards sustainable agriculture in line with the objectives of the European Green Deal, including climate change adaptation and biodiversity conservation.

The implementation of the Law is also expected to facilitate the expansion of exports of Ukrainian organic products and attract investment into the sector, further strengthening Ukraine’s competitiveness and credibility on international agricultural markets.

The draft Law was developed with the participation of experts from the public and private sectors, as well as representatives of international technical assistance projects, including the Swiss-Ukrainian Programme “Higher Value Added Trade from the Organic and Dairy Sector in Ukraine” (QFTP).

QFTP’s contribution to the legislative drafting process highlights the importance of partnership between the Government of Ukraine and international technical assistance programmes in developing a modern regulatory framework that supports European integration and the sustainable development of Ukraine’s agricultural sector.

The adopted Law is aligned with Regulation (EU) 2018/848 of the European Parliament and of the Council of 30 May 2018 on organic production and labelling of organic products and repealing Council Regulation (EC) No 834/2007. Regulation (EU) 2018/848 has applied across the European Union since 1 January 2022.

The adoption of the organic Law marks an important milestone in Ukraine’s European integration process, creating new opportunities to expand trade in organic products with the EU while strengthening confidence in Ukrainian organic products on both domestic and international markets.
